Imam was enter the markets carrying corn, and he was reading the Quran, "Woe to those who are fraudulent in (weighing and measuring), those who demand a full measure from others, but  when they measure or weigh, give less” then he go to the traders and say to them, "and those who horde gold and silver and do not spend(anything  out of it)for the cause of Allah ,should know that their recompense will be a painful torment” this is  the introduction  which exposed by  Dr. Abdullah Al Daihi, and then said that he will speak at four points:

1. Ali and his position with the markets, how to preserve and move it?


2. Gold and silver were representing the cash (money), how Imam Ali acts and deals with it?


3. How can Imam Ali peace be upon him estimate on the budget of the state?


4. Ali’s program in the event of the war, how imam recalls his troops before starting it?
    
   He also spoke in details at the first point , at beginning he defined the market and it is the place where the products were exhibited, Imam  was directed  his guidance and instructions to the vendors, he reads the verse  to them at the beginning "Do not cause any deficiency in people’s property” and once he was entering ,eyes will be directed his attention ,all the vendors and the buyers were put down their hands and pay  their attention  and concentrate with their eyes to him, he command them with patience  and ethics, and says Beware Beware of perjury, and instruct them to provide the best goods  and once he saw an offense , the seller will be  punished or judged upon need, and he recognizes the independence of the judiciary, otherwise he himself is able to judge them.

That was the theoretical side, where the scientific is that Imam has put a market keeper (Accountant) that manages the affairs of the market and if there is anything contrary to, either he correct it or send him to the judge
The market keeper has got many tasks as follows:

1. Prevent undervaluation in the market.


2. Prevention of fraud "mixing bad with good".


3. Monitoring of foods corruption at the market.


4. Maintaining the seller’s luggage through the presence of Al Assah (guards).


5. Tackling the trader’s problems.


6. Organize the market, it is not allowed to open a trade without permission from the market keeper (accountant).

In the third point, Shaikh said that the imam was reciting to them the second verse that he mentioned it in his talk at the beginning, is the importance of the rights performance because it can invest, which reduces unemployment in the country and increase of goods, which leading to cheap prices, and also reduce borrowing from abroad, and increasing the Zakat and Khoms and taxes, which returns to the needed people and the poor  and the rest to the treasury  of the state, and the final result is economic, scientific, and  health  power  with condition of usage  of money  in Halal.

In the other point, Imam and his companions are pricing the goods and then counted the value which is expected to obtain it and on the Zakat and alms and taxes ,at the end measuring the possibility of  doing government’s  programs or not.
 
The last points is that Imam said that he considered as (fill psychological), for his companions before the fighting, so he ordered his companions to get ready from the night and spend it in worship and recitation of the Quran and pray for patience and give provision victory and instruct them at the time of meet with enemies to be serious, firm and be with the truthful.
